Some of David Marks’s earliest years were spent on Alverta Avenue in Carney, so he understands the smalltown feel of neighborhoods like Glenside Park, Perring Park, and Woodcroft in Carney. He is making sure these communities are never forgotten.

Controlling Growth and Preserving Open Space

David Marks initiated a historic downzoning of land to preserve the beauty of Carney, Cub Hill, and the Cromwell Valley. He sponsored legislation that limits panhandle building lots in this area, and blocked apartment buildings from being built near Northwind Road. He blocked intense commercial development near the iconic snowball stand at Magledt and Joppa Roads, and sponsored legislation that allowed the new owners to remain in business. David Marks also supported funding to stabilize the Jennifer Run and the tributary of the White Marsh Run near Upton Road.

Improving Carney’s Roads

David Marks brokered the agreement that led to the reconstruction of the intersection at Harford and Joppa Roads, one of the most congested in Baltimore County. He championed road resurfacing throughout Glenside Park, Perring Park, and Woodcroft, and secured funding to slow traffic on Avondale Road and near Pine Grove Middle School. 

Building Better Schools and Libraries

Working with other elected officials, David Marks secured funding to renovate and build an addition at Pine Grove Middle School and air condition Carney Elementary. He also supported improvements at the Parkville/Carney branch of the Baltimore County Public Library system.
