I am the lead sponsor of legislation that would amend the Baltimore County Charter to create a decennial review process. Should this bill pass the County Council and be approved by the voters in the 2016 election, a Charter Review Commission would be created in the seventh year of each decade to look at the efficiency and operations of county government.
Other jurisdictions have this mechanism. In Anne Arundel and Montgomery Counties, the commissions have broader responsibilities or meet on a more regular basis.
Baltimore County has not had a charter review in 25 years. There is no harm in looking at our governing document periodically to make sure that our government is acting as efficiently and effectively as possible.
