I will be introducing legislation to slow growth in Perry Hall’s Honeygo area until a new elementary school and key infrastructure improvements are completed. The legislation will amend the Honeygo Plan, which has governed development in rural northeastern Baltimore County since 1994, by prohibiting new residential building permits until certain standards are met.
In Western Honeygo, from Cross Road to Belair Road, no additional building permits shall be issued until construction has commenced on the expansion of Cross Road and Angel Park is finished. In Eastern Honeygo, from Cross Road to Philadelphia Road, no additional building permits shall be issued until a new northeastern elementary school has opened that relieves overcrowding at Chapel Hill Elementary School.
The current Honeygo Plan divides the area into four districts, with a certain number of permits that can be issued once capital projects proceed. Unfortunately, parts of the Plan have become obsolete. The existing law refers to projects, such as the expansion of Chapel Road, that are no longer in the capital budget. The threshold limits have often been varianced and are difficult to understand.
My goal with this legislation is to slow development until we can get a new elementary school built and other key improvements are made, and to modernize the Honeygo Plan after 20 years.
