One of my priorities as Councilman has been to reduce unruly disturbances in the communities near Goucher College and Towson University. We have made progress since the passage of the social host ordinance–legislation that holds both landlords and tenants responsible for disruptive behavior.
Under current law, judges may order offenders to pay fines of $500 or $1,000, depending on whether it’s the first, second or third offense. They may also order up to 48 hours of community service.
I believe that community service should be completed locally. In the Towson area, there are many worthwhile organizations that could benefit from additional service. The Chamber of Commerce, for example, beautifies Downtown Towson. For this reason, I will introduce legislation to require service to take place within two miles of the unruly social gathering.
The bill will not increase fines. It will hopefully, however, lead to better neighborhoods for both established residents and student renters.
